Darwin has more than 24 years of experience as a civil engineer in
transportation planning, design, and construction management for rail and transit projects. His experience includes providing services for both public and private clients working on and/or managing a variety of projects across the country including, freight railroad mainline and facilities design and construction, commuter rail and light rail mainline and facilities design and construction. He has participated in all phases of design from planning and alignment studies, conceptual design through final design, development of bid and procurement documents for construction, and construction management.

Darwin has lived in the North Texas area for the past 22 years. He was employed by Carter & Burgess (acquired by Jacobs in 2007) for 20 years, working his way up to leading the firms Rail Group. Darwin joined Burns & McDonnell in November 2011 as the Rail and Transit Group
Manager.  Darwin’s project experience in the North Texas region includes serving as the Deputy Program Manager on DART’s $1.3 Billion 27 mile long Green Line Expansion program, and serving as the Project Manager for the planning and environmental services for the Tower 55 Rail Reliever Study conducted for the North Central Texas Council Of Governments
(NCTCOG). Darwin also has substantial experience related to the design and construction of freight intermodal facilities as he was involved in the development of the BNSF Alliance IMF and the UPRR IMF expansion in Mesquite.
